About OIZ

What is an Organized Industrial Zone (OIZ)?

An OIZ is an area for the production of goods and services with definite boundaries, equipped with all kinds of technical and social infrastructure facilities and services and prepared for investment and operation in order to locate and develop medium-sized manufacturing enterprises according to a specific plan and to mobilize local entrepreneurship. The definition, purpose, establishment and functioning of these zones are regulated by the Law No. 4562 on Organized Industrial Zones.

Why Organized Industrial Zone?

The purpose of organized industrial zones is to ensure the structuring of industry in areas deemed appropriate, to direct urbanization, to prevent environmental problems, to benefit from information and information technologies, to place and develop manufacturing industry types within a certain plan.
OIZ is a physical incentive element implemented to pave the way for and guide industrialists. Through OIZs, it is aimed to prevent local capital from fleeing outside the region and transfer it to local industry.
The main advantage of OIZs is that factory lands with all kinds of physical and social infrastructure are offered to industrialists at cost and on a long-term basis. As OIZs themselves are a physical incentive tool, the factory investments to be made within them also benefit from the general aid and support of the state.

Which facilities cannot be located in an OIZ?

Factories that are outside the scope of small industrial estates and have a specific manufacturing program may be located in OIZs. Although they are of this nature, the enterprises deemed objectionable to be located in the OIZ are specified in the regulation.

How to apply and allocate land?

Application; In addition to a petition, a detailed dossier containing information and documents on the type of the investment to be made, production flow chart and explanation report, production amount, amount of water and electrical energy to be used, type and amount of solid, liquid, gas and hazardous waste to be generated, employment to be created, requested land size, closed area requirement.

How to invest?

When the investment is deemed appropriate, it is obligatory to obtain a building license within one year and an "EIA Positive Decision" or "Decision of No Significant Environmental Impact" for the facilities within the scope of the EIA regulation, to start construction within two years, and to complete the facility and start production within three years from the date of the construction license.

Land allocation and use

Land allocation is made at a notary public with a type "Land Allocation Contract with Sales Promise in Installments". The land allocation price is determined temporarily based on the estimated project cost and is increased every year according to the contractor's report card coefficient. The land sale price is determined according to the actual cost calculated when the establishment of the region is completed and is collected by deducting the allocation fee paid.

OIZ plots cannot be used, rented or divided for purposes other than allocation. Plots cannot be transferred, assigned or sold before the debt is paid off and the facility is put into production.
